Health & Safety Protocols

The Boulder JCC building is open to registered program participants, rental attendees, and by appointment only. The building remains closed to walk-ins. 

The health, safety, and wellbeing of our community is our top priority.

As a community center, we believe that everyone carries a responsibility for the health and safety of our community and staff. As local and state restrictions are lifted, and there is increased interaction, we remind you that community spread of COVID-19 is ongoing. You play a critical role in maintaining a safe and healthy environment. 

When reviewing the Boulder JCC’s health and safety protocols, please consider that the JCC serves people of all ages, including individuals who are under 12 years old and not yet eligible to be vaccinated, immunocompromised, and/or at higher risk for COVID-19. We also ask that you help us continue to care for our community with good judgment, compassion, and empathy for one another. 

The following health and safety protocols do not affect any policies or procedures that are in place for the Boulder JCC’s licensed child care programs, including the Jay and Rose Phillips Early Childhood Center and Cherryvale Day Camp. Licensed child care programs, and staff supporting those programs, continue to follow the health and safety protocols for those programs based on CDPHE and the Boulder County Health Department guidance and recommendations.


MASK POLICY

Effective Friday, September 3, Boulder County Board of Health approved Public Health Order 2021-08 requiring that all individuals age two and older, regardless of vaccination status, wear a face-covering in all public indoor spaces in Boulder County during periods of substantial and high transmission on the CDC Tracker

Based on this public health order and further informed by CDPHE and CDC guidelines we have updated our mask policy:

Indoors:

Outdoors:

  • Masks are not required for Boulder JCC staff and community members
  • In the case of inclement weather, outdoor programs may move indoors and will follow the Boulder JCC’s Indoor Mask Policy 

To protect health and support continued in-person learning in PK-12 schools and childcare settings, Boulder County Public Health previously issued Public Health Order 2021-07 requiring facial coverings, and that order is still in effect.

 

VACCINATION POLICIES

These policies are based on guidance and recommendations issued by the federal Centers for Disease Control and Prevention (CDC) and the Equal Employment Opportunity Commission and are designed to comply with all applicable federal, state, and local laws. The COVID-19 vaccine has been determined to be a safe and effective measure for preventing COVID-19 infection. Vaccination policies may be modified at any time based on vaccine availability and local COVID-19 numbers.

BOULDER JCC PROGRAM PARTICIPANTS (effective November 1, 2021)

Vaccination* and/or COVID-19 Testing** Required
The Boulder JCC requires all individuals to show either proof of being fully vaccinated* or a negative COVID-19 test** upon arrival for individuals attending:

  • BJCC indoor programs with an anticipated attendance of 25 or more participants
  • BJCC adult-only indoor programs regardless of anticipated attendance

Vaccination and/or COVID-19 Testing Not Required
The Boulder JCC does not require proof of vaccination or COVID-19 testing for individuals attending:

  • BJCC indoor programs with fewer than 25 participants for all ages, families, and/or children
  • BJCC indoor meetings with fewer than 25 participants
  • BJCC outdoor programs

The Boulder JCC employs risk mitigation measures at all programs (see below).

CONTRACTORS, VENDORS, AND DIRECT SERVICE PROVIDERS (effective November 1, 2021)

The Boulder JCC recognizes that there are many types of contractors, some of whom may or may not interact directly with staff and community members at Boulder JCC programs and offerings. As such, we have designated two categories of Contractors, Vendors, and Direct Service Providers for this policy.

Vaccination Required*
Contractors, Vendors, and Direct Service Providers are required to be fully vaccinated and follow the Boulder JCC’s current health and safety protocols if they have:

  • significant and sustained direct contact with community members (i.e. program facilitators, instructors, therapists, security)

Vaccination Strongly Encouraged
Contractors, Vendors, and Direct Service Providers are strongly encouraged to be vaccinated, required to follow the Boulder JCC’s current health and safety protocols, and required to wear a mask at all times while indoors (regardless of current mask policies) if they have:

  • limited direct contact with community members (i.e. catering)
  • no direct contact with community members but are in shared spaces (i.e. cleaning company)
  • no direct contact with community members (i.e. landscape company)

EVENTS/PROGRAMS ORGANIZED BY RENTAL CLIENTS

At this time, businesses and individuals who are renting space at the Boulder JCC may determine their own vaccination policies for their events. Vendors, contractors, and event staff are required to follow the Boulder JCC’s vaccination policy for Contractors, Vendors, and Direct Service Providers (see above). All events must comply with Boulder County public health orders.

BOULDER JCC EMPLOYEES

On June 25, 2021, the Boulder JCC implemented a mandatory vaccination policy for employees. This policy requires all employees to obtain and maintain COVID-19 vaccinations, with exemptions for qualifying medical and/or religious reasons in compliance with applicable Equal Employment Opportunity laws. We have 100% compliance with the policy. 99% of our staff are vaccinated and 1% have a qualifying medical exemption.

FAQ

How do I show proof of vaccination when I arrive?  

  • Acceptable proof of vaccination may include one of the following that matches a government issued photo ID:
    • A physical copy of a WHO (World Health Organization) or FDA-approved COVID-19 Vaccination Record Card
    • A high-resolution photograph of the front of your WHO/FDA issued COVID-19 Vaccination Record Card on smartphone
    • Proof of your vaccination card on the accepted mobile device app MyColorado

What is fully vaccinated?  

  • To qualify as “fully vaccinated,” an individual must have completed their full course of COVID-19 shot(s) 14 days prior to the program/event. 

What is proof of a negative COVID-19 test?  

  • Proof of a negative COVID-19 test refers to a COVID-19 PCR test taken within 72 hours of the program/event start time or a COVID-19 antigen test taken within 6 hours of the program/event start time. Home testing kit results will not be accepted for entry.

What if I forget my proof of vaccination?  

  • If you forget any acceptable forms of proof of vaccination, you will not be permitted to enter the Boulder JCC. You will be directed to the appropriate staff member to discuss your options/alternatives, including returning with your proof of vaccination, or refunds, credit on account, or donating tickets back to the Boulder JCC.

Will there be accommodations for medical conditions, disability, or strongly held religious beliefs that may exempt me from being vaccinated?   

  • Any individual needing an accommodation due to a medical condition, disability, or a sincerely held religious belief, practice, or observance that prevents them from taking the vaccine will be admitted with the following:
    • Proof of a negative COVID-19 PCR test taken within 72 hours of the program/event start time or a negative COVID-19 antigen test taken within six hours of the program/event start time. Home testing kit results will not be accepted for entry.

I have had COVID-19 and therefore have natural immunity and do not need to be vaccinated or tested. What information do I need to show? 

  • There is currently no guidance from Boulder County Public Health about natural immunity. To be admitted to the Boulder JCC, please see the Vaccination Policies section above.

 
When to Stay Home

Refer to CDC guidelines on when to stay home and quarantine if sick.


Other Strategies to Reduce the Risk of Transmission

  • Enhanced cleaning and disinfecting measures. Our outside cleaning company deep cleans all camp, ECC, and active areas of the J each evening. Additionally, there is frequent cleaning and disinfection of high-touch surfaces (such as bathroom surfaces, doorknobs, handrails, light switches, countertops, and tables), materials, and equipment throughout the day. Specific protocols will vary according to the program type.
  • Informational signage is posted throughout the campus outlining policies and protocols.
  • The Boulder JCC has a state-of-the-art HVAC system with a high rate of exchange of fresh air.
  • We encourage increased handwashing, especially upon entering and exiting the building and before and after using the restroom, eating or handling food, and touching one’s face. 
  • Additional efforts to reduce the risk of transmission will vary according to the program type and will be communicated appropriately.
